Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, registered the draft resolution of The Verkhovna Rada of Ukraine "On the Report of the Cabinet of Ministers concerning Governmental Procurement of Goods, Works and Services for the Needs connected with the Organization of the Final Part of the European Football Championship 2012" (Reg. No. 7523).
Under the draft resolution, the Cabinet of Ministers shall report on the governmental procurement of goods, works and services for the needs connected with the organization of the Final Part of the European Football Championship 2012 at the plenary meeting of The Verkhovna Rada of Ukraine on January 12, 2011.
The primary purpose of the draft resolution is to support the rational and efficient use of public funds within organization of the Final Part of the European Football Championship 2012. M.Tomenko stressed that although mass media drew attention to the misapplication of budgetary funds allocated for the organization of the Final Part of the European Football Championship 2012, this issue requires a thorough parliamentary control.
The Deputy Chairman of The Verkhovna Rada of Ukraine stated that the applicable legislation envisaged such parliamentary control. To alleviate the procedure of governmental procurement of goods, works and services for the needs connected with the organization of the Final Part of the European Football Championship 2012, the Law of Ukraine "On Amendments to the Laws of Ukraine "On Governmental Procurement" and "On the Organization and Holding of the Final Part of the European Football Championship 2012" was adopted. On the initiative of M.Tomenko, The Verkhovna Rada supplemented item 2 of the Final Provisions of the respective law with a requirement, whereby the Cabinet of Ministers shall report to The Verkhovna Rada on the implementation of the Law once in a half year. Thus, M.Tomenko believes that the Cabinet of Ministers should report to the Parliament on the procedure of competitive bidding before the Final Part of the European Football Championship 2012 for the year 2010. "To meet the state interests, assess the effectiveness of the amended procedure of governmental procurement and the rational use of the funds intended for the organization of the Final Part of the European Football Championship 2012, the Cabinet of Ministers of Ukraine should report to The Verkhovna Rada," the author of the draft resolution declared.
